About the organisation
South Eastern Melbourne Primary Health Network (SEMPHN) is one of six PHNs in Victoria and thirty-one nationally. Its vision is to improve health outcomes for its 1.6 million residents across the southeast Melbourne community. SEMPHN reports to an independent Board and is primarily funded by the Australian Government and focuses on priority areas including mental health, alcohol and other drugs, Aboriginal and Torres Strait Islander health, aged care, population health, workforce development, and digital health.
About the role
The Director of Capacity Building and Enablement is a vital member of SEMPHN's senior leadership team and is responsible for driving health system change and improvement through capacity building and digital health initiatives. Reporting to the Executive Director, Commissioning and Capacity Building Services, this role oversees strategic projects, primary care stakeholder engagement, and integrated approaches to health system redesign, digital innovation, and improved health outcomes. The role will lead multiple teams across provider support, digital health, health pathways, and strategic projects.
About you
You are an accomplished health care leader with expertise in Primary Care system capacity building, not-for-profit, or government settings in complex human service organizations, driving innovation, managing change, and fostering social justice by addressing systemic barriers. Skilled in strategic leadership, critical thinking, and problem-solving, you excel at building aligned, high-performing teams and delivering impactful outcomes to the community. You possess strong analytical, financial management, project management, and clinical risk oversight skills. Proficient in negotiation, stakeholder engagement, and contract management, you have a proven track record in system design thinking, digital health focused solutions and provider relationship management, leveraging collaboration and communication to improve health systems and achieve strategic objectives.
