About the organisation
South Eastern Melbourne Primary Health Network (SEMPHN) is one of six PHNs in Victoria and thirty-one nationally. Its vision is to improve health outcomes for its 1.6 million residents across the southeast Melbourne community. SEMPHN reports to an independent Board and is primarily funded by the Australian Government and focuses on priority areas including mental health, alcohol and other drugs, Aboriginal and Torres Strait Islander health, aged care, population health, workforce development, and digital health.
About the role
The Director of Service Design and Commissioning is a key member of SEMPHN’s senior leadership team and is responsible for commissioning health services to ensure they are effectively designed, developed, procured, delivered, and monitored to achieve value-based outcomes that meet consumer needs and address health inequalities. Reporting to the Executive Director, Commissioning and Capacity Building Services, this role ensures evidence-based, best-practice approaches to commissioning, oversees service development, manages budgets, benchmarks with peers, and expands SEMPHN's profile.
About you
You are a proven senior health care leader with experience in driving innovation, managing change, and promoting social justice by addressing barriers to equitable access. Skilled in people management, you build high-performing, aligned teams and leverage strong analytical and business process review capabilities to inform strategic, evidence-based decisions. With prior commissioning experience in healthcare, not-for-profits, or government, you excel in project management, negotiation, and stakeholder influence, resolving complex issues to achieve impactful health outcomes. Your financial acumen ensures sound budgeting and fiscal oversight, while your expertise in clinical risk management supports robust systems for staff and providers. You have a strong track record in service design, procurement, and provider relationship management, complemented by exceptional communication and collaboration skills that engage diverse stakeholders and drive strategic success.
